// What We Do
Rigorous, defensible analysis at the intersection of public policy and large-scale investment — where the numbers actually change outcomes.
Portfolio-level and project-specific EIA using IMPLAN input-output modeling and Python-based automation. Defensible methodology for government approval, stakeholder engagement, and incentive negotiation.
Long-run fiscal sustainability analysis for county governments, public agencies, and institutional investors. Identifies true cost-benefit ratios including externalities often excluded from standard analyses.
Economic impact documentation for Korean and Asian companies investing in U.S. manufacturing, semiconductors, EV batteries, and defense supply chains. Korean-language capability.
Independent policy research for economic development agencies, trade associations, and government bodies. Peer-reviewed academic rigor applied to real-world policy questions.
Portfolio-level impact assessment of startup cohorts for economic development authorities. Survival analysis, growth trajectory modeling, and competitive benchmarking across peer jurisdictions.
Long-term fiscal forecasting, pension sustainability analysis, and public finance modeling for government agencies and public institutions. Built on a foundation of peer-reviewed academic research and over a decade of direct advisory work for Korean sovereign institutions.
Strategic asset allocation, asset-liability management (ALM) system design, and investment performance evaluation for sovereign funds, public pension funds, and institutional investors. Actuarial training (SOA) combined with Ph.D. financial econometrics.

// Perspectives
Independent analysis on economic development, infrastructure investment, and fiscal policy in the Mid-Atlantic region and beyond.
Fiscal Analysis
Virginia's data center EIA reports consistently report benefit-cost ratios of 13:1 to 26:1. But these figures exclude a significant and measurable externality: electricity rate increases passed to residential ratepayers. When this cost is included, the picture changes substantially.
Startup Ecosystem
Individual startup EIA is analytically weak. The right unit of analysis is the cohort. This piece outlines a methodology for measuring the collective economic footprint of startup programs, tracking survival and growth trajectories over a 10-year horizon.
Cross-Border Investment
As Korean conglomerates accelerate U.S. investment in semiconductors, EV batteries, and defense supply chains, state and county governments increasingly require independent economic impact documentation as a condition of incentive approval.
